Lee Hibbard
(Coordinator of the Council of Europe’s Internet Policy)

Lee Hibbard is coordinating the Council of Europe’s Internet policy in various international forums (EuroDIG, IGF, ICANN). At the content level, he is currently facilitating the Council of Europe’s Internet Governance Strategy 2016-2019. He is also the co-author of a new report on Children and young people’s sustainable digital development: Education 3.0 and Internet Governance as a new global alliance for dynamic learning, greater employability and general well-being. Lee is also working in the Bioethics unit of the Council of Europe.

Lee Hibbard coordonne la politique de l’Internet du Conseil de l'Europe lors des forums internationaux (EuroDIG, IGF, ICANN). Il est notamment en charge de faciliter la stratégie de la gouvernance de l'Internet 2016-2019 du Conseil de l'Europe en matière de contenu. Il est également co-auteur d'un nouveau rapport sur le développement numérique durable des enfants et des jeunes: Education 3.0 et gouvernance de l’Internet, une nouvelle alliance mondiale pour un apprentissage dynamique, une plus grande employabilité et le bien-être général. Lee travaille également dans l'unité de bioéthique du Conseil de l'Europe.

Coline Robin

I am architect, artist, illustrator and graphic facilitator. I have been studying architecture at the École Nationale Supérieure d’Architecture Paris-Malaquais in Paris and at the Technical University of Istanbul. I did a European Voluntary Service in a Berlin-based NGO and I am since then active in an international network of creative activists. I am passionate about urban sociology, temporary architecture, urban interventions, community design, visual translations of ideas and creative design solutions in general. At the moment, I am living between France, Germany and Austria working on different projects.

Je suis facilitatrice graphique, artiste, illustratrice et architecte. J’ai étudié l’architecture à l’École Nationale Supérieure d’Architecture Paris-Malaquais ainsi qu’à l’Université Technique d’Istanbul. Je suis active dans un réseau international d’activistes créatifs. Passionnée de sociologie urbaine, d’architecture temporaire, de facilitation graphique et de solutions créatives en général, j’évolue professionnellement en ce moment entre l’Allemagne et l’Autriche.

 Alain Colas
(BNU Administrator/Administrateur BNU)

Alain Colas is a General Conservator of Libraries, administrator of the National and University Library (BNU) in Strasbourg. He began his career at the Library for International Contemporary Documentation (BDIC) in Nanterre, now  "La Contemporaine". He also held the position of Deputy Director of the Bibliothèque Sainte-Geneviève in Paris. At the Ministry of Higher Education and Research, he was responsible for the national coordination of university libraries.

Alain Colas est conservateur général des bibliothèques, administrateur de la Bibliothèque nationale et universitaire (BNU) à Strasbourg. Il a débuté sa carrière à la Bibliothèque de documentation internationale contemporaine (BDIC) à Nanterre, aujourd’hui « La Contemporaine ». Il a également occupé la fonction de directeur adjoint de la Bibliothèque Sainte-Geneviève à Paris. Au ministère en charge de l’Enseignement supérieur et de la Recherche, il a été responsable de la coordination nationale des bibliothèques universitaires.

Camille Gangloff
(Councillor, Strasbourg Eurométropole  / Conseillère, Strasbourg Eurométropole)

Camille Gangloff is Deputy Mayor of Strasbourg and Councillor of Strasbourg Eurométropole in charge of public reading, public libraries and the fight against illiteracy since September 2016. Convinced of the essential role of public libraries in our European societies, she supports the development of the Pass'relle network, which brings together all public libraries of the Strasbourg Eurométropole  and cultural action to reach an ever wider audience. Her priorities are access to culture, information and reading for young people and impoverished audiences, including through digital opportunities. A graduate of the College of Europe in Bruges, attached to the European project, she encourages the development of cross-border relations in this field - thus, the Pass'relle network will become a cross-border network as of September 2018.

Camille Gangloff est adjointe au Maire de Strasbourg et conseillère déléguée de l’Eurométropole de Strasbourg en charge notamment de la lecture publique, des médiathèques et de la lutte contre l’illettrisme depuis septembre 2016. Convaincue du rôle essentiel des médiathèques dans nos sociétés européennes, elle soutient le développement du réseau Pass’relle, qui regroupe l’ensemble des bibliothèques et médiathèques de l’Eurométropole de Strasbourg, et de l’action culturelle pour toucher un public toujours plus large. Ses priorités sont l’accès à la culture, à l’information et à la lecture pour les jeunes et les publics empêchés, y compris grâce aux opportunités offertes par le numérique.

Diplômée du Collège d’Europe à Bruges, attachée au projet européen, elle encourage le développement des relations transfrontalières dans ce domaine – ainsi, le réseau Pass’relle deviendra un réseau transfrontalier dès septembre 2018.

Xavier Galaup
(ABF President/Président de l'ABF)

Deputy Head of the Upper-Rhine Public Library, I am involved in professional cooperation for many years, including within the ACIM and the ABF. In this period of permanent evolution of our missions and our professions, I actively participate in the reflection on the future of libraries and I coordinated a book at the Presses de l'Enssib, Developing digital documentary mediation.

Chef de service adjoint à la médiathèque départementale du Haut-Rhin, je m'implique dans la coopération professionnelle depuis de nombreuses années, notamment au sein de l’ACIM et de l'ABF. En cette période d'évolution permanente de nos missions et de nos métiers, je participe activement à la réflexion sur l'avenir des bibliothèques et j’ai coordonné un ouvrage aux Presses de l’Enssib, Développer la médiation documentaire numérique.

Tine Vind
(NAPLE Chair / Présidente de NAPLE)

Tine is Trained as a librarian from The Royal School of Library and Information Science, Copenhagen in 1984 and MA in Musicology, The University of Copenhagen, 1998 and MMD (Master of Management Development) from Copenhagen Business School, 2008. Earlier Senior Lecturer in music and librarianship at The Royal School of Library and Information Science, and leadership positions as Head of Ballerup Municipal Libraries and Head of Culture and Leisure at Lyngby-Taarbæk Municipality.

Tine est bibliothécaire diplômée de l'École royale de bibliothéconomie et des sciences de l'information de Copenhague (1984), titulaire d’une maîtrise en musicologie de l'Université de Copenhague (1998) et d’un Master en Perfection des cadres de l’école de commerce de Copenhague (2008). Elle a exercé en tant que maîtresse de conférences en musique et bibliothéconomie à l'École royale de bibliothéconomie et des sciences de l'information, en en tant que directrice de la bibliothèque municipale de Ballerup et cheffe de la culture et des loisirs à la municipalité de Lyngby-Taarbæk.

Prof. Chris Welch
(International Space University / Université spatiale internationale)

Chris Welch is Professor of Space Engineering at the International Space University in Strasbourg, France, where he is also Director of Masters Programs. Dr Welch is a Vice President of International Astronautical Federation and a member of European Commission H2020 Space Advisory Committee. His research interests are in space propulsion, microgravity science and planetary exploration. He has extensive media experience and a significant track record in both space education and outreach and higher education, receiving the 2009 Sir Arthur Clarke Award for Space Education and 2015 IAF Distinguished Service Award. Dr Welch is a former Vice-President of the British Interplanetary Society, of which he is a Fellow, and is also a Fellow of the UK Royal Aeronautical Society and UK Royal Astronomical Society. He sits on a number of boards including the Arts Catalyst and the Initiative for Interstellar Studies and is Vice Chair of the World Space Week Association. He has PhD in Spacecraft Engineering (Cranfield University), an MSc in Experimental Space Physics (University of Leicester) and a BSc in Physics (Cardiff University). Forty years ago he was head student librarian at his secondary school and always enjoys interacting with librarians, archivists and curators.

Chris Welch est professeur d’ingénierie spatiale à l'Université spatiale internationale à Strasbourg, en France, où il est également directeur des programmes de Masters. Dr. Welch est vice-président de la Fédération internationale d'astronautique et membre du Comité consultatif sur l'espace de la Commission européenne H2020. Ses recherches portent sur la propulsion spatiale, la science de la microgravité et l'exploration planétaire. Il possède une expérience étendue en matière de médias et une expérience significative dans l'éducation et la sensibilisation à l'espace ainsi que dans l'enseignement supérieur. Il a reçu le Prix Sir Arthur Clarke 2009 pour l'éducation à l'espace et le Prix de l'IAF pour services exceptionnels en 2015. M. Welch est ancien vice-président de la British Interplanetary Society, dont il est membre, et est également membre de la Royal Aeronautical Society ainsi que de la Royal Astronomical Society, toutes deux du Royaume-Uni. Il siège dans un certain nombre de conseils d'administration, dont l'Arts Catalyst et l'Initiative for Interstellar Studies, et est vice-président de la World Space Week Association. Kathrin Merkle
(Head of Culture and Cultural Heritage Division, Directorate General of Democracy, Council of Europe / Cheffe de la division Culture et Patrimoine culturel, DG Démocratie, Conseil de l'Europe)

Kathrin Merkle heads the Culture and Cultural Heritage Division of the Directorate of Democratic Citizenship and Participation at the Council of Europe and oversees the Organisation’s novel work on Culture and Democracy Indicators, Culture and Digitisation/ Internet of citizens and the European Cultural Heritage Strategy for the 21^st century. She is editor of numerous cultural policy publications, the Compendium online information system and a reference work on culinary cultures in Europe. Trained as a sociologist and political scientist, Kathrin worked for a number of years with UNESCO Statistics in Paris before joining the Council of Europe in Strasbourg.

Kathrin Merkle dirige la Division culture et patrimoine culturel de la Direction de la citoyenneté démocratique et de la participation au Conseil de l'Europe. Elle supervise le travail novateur de l'organisation sur les indicateurs sur la culture et la démocratie, la culture et la numérisation / l’internet des citoyens et la stratégie européenne pour le patrimoine culturel du 21^ème siècle. Elle est l'éditrice scientifique de nombreuses publications sur les politiques culturelles, le système d'information en ligne du Compendium et d’un ouvrage de référence sur les cultures culinaires en Europe. Formée en tant que sociologue et politologue, Kathrin a travaillé pendant plusieurs années au département Statistiques de l'UNESCO à Paris avant de rejoindre le Conseil de l'Europe à Strasbourg.

Jukka Relander
(Outgoing EBLIDA President / Président sortant d’EBLIDA)

Jukka Relander has been President of EBLIDA since 2015. Throughout his Presidency, Jukka has been driving the association’s activities, putting a strong focus on the role of libraries in a literate society and he has been advocating for an improved e-books offer. In his daily life, Jukka is an advisor at Kaiku Helsini, a company working on #RelevanceDesign and its applications to media relations, customer newsletters and social media.

Jukka holds a Master of Arts from the University of Sussex and Helsinki 1995, and studied History / Finnish History, Social Psychology and was a member of the School of English and American Studies (Sussex).

Jukka Relander est président d'EBLIDA depuis 2015. Tout au long de sa présidence, Jukka a dirigé les activités de l'association en mettant fortement l'accent sur le rôle des bibliothèques pour une société alphabétisée et en plaidant pour une meilleure offre de livres numériques. Au quotidien, Jukka est conseiller chez Kaiku Helsini, une société travaillant sur le #RelevanceDesign et ses applications dans les relations aux médias, aux lettres d'information aux clients et aux médias sociaux.

Jukka est titulaire d'une maîtrise en arts de l'Université du Sussex et d'Helsinki en 1995 et a étudié l'histoire et l'histoire finlandaise, la psychologie sociale et a été membre de l'École d'études anglaise et américaine (Sussex).

Nicola Cavalli

Nicola Cavalli is the Research Director in Quality of Life in the Information Society at the University of Milano Bicocca, editorial director di Ledizioni (Publishing House), senior member of Osservatorio sui Nuovi Media (NuMediaBiOs) of Universita`di Milano Bicocca, founder of LibrInnovando, sales and marketing manager for MLOL, Nicola Cavalli is an expert consultant in the field of publishing and new technologies for learning and education. He's author of several peer-reviewed articles and monographs, many in Italian and some in English.

Nicola Cavalli est directeur de recherche en qualité de la vie dans la société de l'information à l'Université de Milan Bicocca. Il est également directeur éditorial à la maison d’édition di Ledizioni, membre éminent de l’Observatoire des nouveaux médias (NuMediaBiOs) de l'Université de Milan Bicocca, fondateur de LibrInnovando, et directeur des ventes et du marketing pour MLOL. Catherine Storne
(Director, Mulhouse Public Library / Directrice des bibliothèques de Mulhouse)

Catherine Storne is director of the Mulhouse public library (Alsace, France) since 2016. Previously, she worked in Strasbourg first at the BNU (1993-2009) then at the University Libraries (Common Resources Service - SCD, 2010-2016), dealing mainly with integrated library system (ILS) and information system.

Catherine Storne est directrice de la bibliothèque municipale de Mulhouse (Alsace, France) depuis 2016. Elle a précédemment travaillé à Strasbourg, tout d'abord à la BNU (1993-2009) puis dans les bibliothèques universitaires (service commun de la documentation- SCD, 2010-2016), principalement en charge du système intégré de gestion des bibliothèques (SIGB) et du système d'information.

Janosch Nieden
(Director, Eucor)

Janosch Nieden is since May 2016 director of the headquarters of Eucor – The European Campus in Freiburg and Strasbourg. As the first European Grouping of Territorial Cooperation (EGTC) founded solely by universities, the tri-national grouping includes the universities of Basel, Freiburg, Haute-Alsace, Strasbourg as well as the Karlsruhe Institute of Technology. Prior to that, Janosch was coordinator of the Science Pillar of the Trinational Metropolitain Region of the Upper Rhine and coordinator of a Franco-German study program at the Ecole Nationale d’Admistration. Janosch is German and studied Public Administration at university of Potsdam and Science Po Paris.

Janosch Nieden est, depuis mai 2016, directeur du siège d'Eucor - Le Campus Européen de Fribourg et de Strasbourg. EUCOR est le premier groupement européen de coopération territoriale (GECT) fondé uniquement par des universités. Il s’agit d’une groupement tri-national regroupant les universités de Bâle, Fribourg, Haute-Alsace, Strasbourg ainsi que l'Institut de technologie de Karlsruhe. Auparavant, Janosch était coordinateur du volet scientifique de la Région métropolitaine tri-nationale du Rhin Supérieur et coordinateur d'un programme d'études franco-allemand à l'Ecole Nationale d'Administration. Janosch est allemand et a étudié l'administration publique à l'université de Potsdam et à Science Po Paris.

Christophe Didier
(Delegate for Scientific Policy and International Relations / Délégué aux relations internationales et à la politique scientifique, BnU)

Christophe Didier studied French and Ancient literature at Strasbourg University where he passed the competitive examination obtaining the Agrégation (Classical studies). A former student of the French college for Library studies (ENSSIB), he has worked as a librarian at the National and University Library of Strasbourg (BNU) since 1993, where he has been Head of the Direction for collection development. From 2012 to 2017, he has been Vice-Director of the library, in charge of international relations, scientific and cultural policy, and academic affairs. He is now Delegate for Scientific Policy and International Relations. He has curated many exhibitions, among them the international project Orages de papier/ In papiergewittern about WW1 medias (in 2008), Métamorphoses : un bâtiment, des collections about the renovation of the BNU and the new valorization of its unique heritage (in 2015). He is the founder and the Chief redactor of the journal La Revue de la BNU.

Christophe Didier a étudié la littérature française et la littérature ancienne à l'université de Strasbourg où il a réussi le concours de l'agrégation. Ancien élève de l’École nationale supérieure des sciences de l'information et des bibliothèques (ENSSIB), il est conservateur à la Bibliothèque nationale et universitaire de Strasbourg (BNU) depuis 1993, où il a été responsable de la Direction du développement des collections. De 2012 à 2017, il a été directeur adjoint de la bibliothèque, en charge des relations internationales, de la politique scientifique et culturelle et des affaires académiques. Il est maintenant délégué pour la politique scientifique et les relations internationales. Il a organisé de nombreuses expositions, dont le projet international Orages de papier / In Papiergewittern traitant des médias de la Première Guerre mondiale (2008), Métamorphoses: un bâtiment, des collections traitant de la rénovation de la BNU et de la nouvelle valorisation de son patrimoine unique (2015). Il est le fondateur et le rédacteur en chef de La Revue de la BNU.

Axel Kaschte
(Product Strategy Director OCLC EMEA / Directeur Stratégie et Produit OCLC EMEA)

 Axel Kaschte oversees the OCLC product management of legacy library management systems and EMEA-related product management tasks, to enable the transition of the library community to next-generation library services within the web paradigm. From 2009 to 2013, he joined Ex Libris as Strategy Director Europe where he was deeply involved in defining and presenting the new strategy of unified library automation and cloud solutions.

Axel Kaschte supervise la gestion des anciens systèmes de gestion de bibliothèques OCLC et la gestion des produits de la région EMEA, afin de permettre la transition vers des services de bibliothèques de nouvelle génération. De 2009 à 2013, il a été directeur de la stratégie Europe chez Ex-libris en charge de la définition et de la présentation de la nouvelle stratégie d'automatisation unifiée des bibliothèques et des solutions cloud.

Florianne Marielle JOB
(Moderator/Modératrice)

Having experienced first hand the key role that libraries can play into one’s life, I chose to work as a head librarian in local authorities. Through my experiences and personal research I have worked on topics such as fundraising, design thinking and management. I am always keen to learn about good practises or examples from libraries abroad, this lead me to enrol as an interpreter for the IFLA conference and to be involved in this annual council meeting of EBLIDA and NAPLE.

La lecture publique a joué un rôle central dans mon parcours personnel et c’est pourquoi je travaille aujourd’hui en tant que conservatrice territoriale de bibliothèques. De part mes expériences professionnelles et mes recherches, je m’intéresse particulièrement aux sujets du mécénat, du design de service et du management. Mon goût pour l’international me conduit à aller y chercher les exemples de bonnes pratiques, c’est pourquoi j’ai rejoint le groupe des interprètes à l’IFLA et prends aujourd’hui part à la réunion du conseil EBLIDA-NAPLE. 

 Chris Morrison

Chris Morrison is the Copyright, Software Licensing and IS Policy Manager at the University of Kent, responsible for copyright policy, licences, training and advice. He was previously the Copyright Assurance Manager at the British Library and before that worked for music collecting society PRS for Music. Along with Dr Jane Secker he is co-author of the second edition of Copyright and E-learning a Guide for Practioners (Facet), and with Jane co-founded the award winning copyrightliteracy.org blog. Chris is a member of the Universities UK / Guild HE Copyright Working Group, has a postgraduate diploma in copyright law from King’s College London and is currently undertaking a masters research project into the interpretation and application of copyright exceptions in UK higher education.

Chris Morrison est en charge de la politique du droit d'auteur, des licences de logiciel et des services d’information de l'université du Kent pour laquelle il fournit formation et conseils. Il était auparavant responsable assurance en droit d'auteur à la British Library et avant cela a travaillé pour la société de gestion collective de droits musicaux PRS for Music. Avec le Dr Jane Secker, il est co-auteur de la deuxième édition de Copyright and E-learning a guide for Practitioners(Droit d'auteur et  cyber-apprentissage, un guide pour les praticiens) (Facet), et a cofondé avec elle le blog copyrightliteracy.org (classé 33^ème dans le top 50 des meilleurs blogs traitant du droit d’auteur). Chris est membre du groupe de travail droit d’auteur des Universités du Royaume-Uni / Guilde HE, et est détenteur d’un diplôme de troisième cycle en droit d'auteur du King's College de Londres. Il entreprend actuellement un projet de recherche sur l'interprétation et l'application des exceptions au droit d'auteur dans l’éducation supérieure au Royaume-Uni.

Dr Jane Secker
(Senior Lecturer in Educational Development at City, University of London / Maîtresse de conférence en développement éducatif à City, Université de Londres)

Prior to this she was the Copyright and Digital Literacy Advisor at LSE. Jane is Chair of the CILIP Information Literacy Group and the author of several books, including Copyright and E-learning a guide for Practitioners co-authored with Chris Morrison. She has written 5 books, and numerous journal articles. Jane has been a member of the Universities UK Copyright Negotiation and Advisory Committee since 2006, which negotiates licenses for the higher education sector and advises Universities UK on national and EU copyright initiatives. 

Jane maintains the website copyrightliteracy.org with Chris, where their copyright educational resources such as Copyright the Card Game and The Publishing Trap can be downloaded. They tweet as @UKCopyrightLit

Catherine BENOD

I started working as a librarian 15 years ago. After a decade of a fulfilling fieldwork, I decided to take a new path and become a head librarian. I am currently in training and will soon be taking a position as head librarian in a French public library. I am particularly curious about the changes that the librairies have to face in a digital world and the position that the librairies take (or should take) in the dissemination of scientific culture.

J'ai commencé à travailler comme bibliothécaire il y a 15 ans. Après une décennie de travail sur le terrain, j'ai décidé de prendre un nouveau chemin et de devenir bibliothécaire en chef. Je suis actuellement en formation et je vais bientôt occuper un poste de bibliothécaire en chef dans une bibliothèque publique française. Je suis particulièrement curieuse des changements auxquels les bibliothèques doivent faire face dans un monde numérique et de la position que les bibliothèques prennent (ou devraient prendre) dans la diffusion de la culture scientifique.

Magdalena Krasowska-Igras
(Project Coordinator, Information Society Development Foundation / Coordinatrice de projet à la Fondation pour le développement de la société de l’information)

Magdalena Krasowska-Igras is a project coordinator in the Information Society Development Foundation in Warsaw, specialising in international cooperation in the field of education and culture. FRSI was responsible for the implementation of the Library Development Programme in Poland; nowadays continues a cooperation with libraries, schools and NGOs with special interest in new technologies and their usage in the life of local communities.

Magdalena Krasowska-Igras est coordinatrice de projets à la Fondation pour le développement de la société de l'information (FRSI) à Varsovie, spécialisée dans la coopération internationale dans le domaine de l'éducation et de la culture. La FRSI a été en charge de la mise en œuvre du programme de développement des bibliothèques en Pologne; et poursuit actuellement sa coopération avec les bibliothèques, les écoles et les ONG ayant un intérêt particulier pour les nouvelles technologies et leur utilisation dans la vie des communautés locales.

Hannah Thominet
(Project Officer, Public Libraries 2020 / Chargée de projet, Public Libraries 2020)

Hannah Thominet is responsible for policy research and analysis and supports the advocacy and communications work of the Public Libraries 2020 (PL2020) programme in Brussels.  PL2020 works with libraries across Europe to strengthen the sector’s advocacy efforts and maximise the potential of European policy initatives. Hannah joined the team in September 2015, before which she worked for the UK Permanent Representation to the EU in Brussels.

Hannah Thominet est responsable politique de recherche et analyse pour le programme Public Libraries 2020 (PL2020) et participe au travail de plaidoyer (advocacy) et de communication à Bruxelles. PL2020 travaille avec les bibliothèques d’Europe afin de mieux promouvoir le secteur et de maximiser le potentiel des initiatives politiques européennes. Hannah a rejoint l'équipe de PL2020 en septembre 2015, après travaillé pour la représentation permanente du Royaume-Uni auprès de l'UE à Bruxelles.

I am currently following a training course at the French National Institute of Local Government Studies to become a Head Librarian of a public library in France. A reality that should come true in a few week time. Strongly interested in international cooperation, I have previous experiences of working in multicultural environments that I enjoyed a lot. Hopefully, this will prove an asset for my work for the years to come.

Actuellement élève-conservateur à l’INET, j’aspire à devenir directeur d’une bibliothèque publique en France. Ce qui devrait devenir réalité d’ici quelques semaines. Fortement intéressé par la coopération internationale, j'ai déjà travaillé dans des environnements multiculturels, expérience que j’ai beaucoup appréciée. J'espère que cela sera un atout pour mon travail pour les années à venir.
